The New Jersey Department of Health developed this course for the purpose of providing explicit and implicit bias training for clinical and non-clinical maternal health service providers in accordance with New Jersey Statute 26:2H-12.108. This course reviews the historical and present effects racial implicit and explicit biases have had pregnancy on outcomes and maternal health.  This course will also provide learners with the tools to recognize the differences between racial explicit bias and racial implicit bias and utilize techniques to mitigate those biases.

Objectives
Upon completion of this activity learners will be able to:

  1. Describe the maternal health crisis in the US and NJ.
  2. Discuss New Jersey-specific racial inequities in maternal health outcomes.
  3. Apply techniques that advocate for reproductive justice.
  4. Identify explicit and implicit bias and their potential impact on maternal health.
  5. Apply strategies to mitigate bias when providing obstetric care.

This course is designed for employees of hospitals that provide provide inpatient maternity services, birthing center licensed in the State of New Jersey and any facilities that provide maternal health care.  Learners that do not meet this criteria will be unenrolled in the course. Rutgers reserves the right to determine learner eligibility.

To receive CE credit for this activity, eligible participants must: 1) formally register for the activity, 2) complete the pre-test, 3) review the activity in its entirety, 4) complete the post-test and, 5) complete the activity evaluation. Participants will then be able to download their CE certificate. 

As an enrolled learner in this course, you may be contacted via the email used for registration for participation in further educational activities that support the learning objectives discussed in this course. 

Learners are not permitted to skip any segments of modules in this educational activity. We recommend that you being the course with Module 1. 


Accreditation and Credit Designation

In support of improving patient care, this activity has been planned and implemented by Rutgers Biomedical and Health Sciences and The New Jersey Department of Health. Rutgers Biomedical and Health Sciences is jointly accredited by the Accreditation Council for Continuing Medical Education (ACCME), the Accreditation Council for Pharmacy Education (ACPE), and the American Nurses Credentialing Center (ANCC), to provide continuing education for the healthcare team.

Physicians: Rutgers Biomedical and Health Sciences designates this enduring material for a maximum of 2.0 AMA PRA Category 1 Credits™.  Physicians should claim only the credit commensurate with the extent of their participation in the activity.

Nurses: This activity is awarded 2.0 ANCC contact hours. (60 minute CH)

Pharmacists: The knowledge-based activity qualifies for 2.0 contact hours of continuing pharmacy education credit. The certificate printed after completing the evaluation for this activity is for personal tracking purposes only.  Your NABP e-Profile ID and date of birth must be saved to your CloudCME profile in order for RBHS to report your activity completion to CPE Monitor.  CPE credit will be processed no later than 60 days following your participation in this activity.

Pharmacists' NABP e-Profile ID and date of birth will be collected during registration. CPE credit will be processed approximately 60 days after completion of the program evaluation.

Nurses and pharmacists should claim only those contact hours actually spent participating in the activity.

Psychologists: Rutgers Biomedical and Health Sciences is approved by the American Psychological Association to sponsor continuing education for psychologists. Rutgers Biomedical and Health Sciences maintains responsibility for this program and its content. This activity will offer 2.0 CE credits for psychologists.

Social Workers: This program is approved for social work continuing education hours by Rutgers University Behavioral Health Care in accordance with New Jersey administrative code 13:44G-6.4 and recognized by The New Jersey Board of Social Work Examiners. This program is approved for 2.0 cultural competency or general social work continuing education hours.

Mitigation of Relevant Financial Relationships

This lesson explores the different types of biases and the sociological and neurological factors that contribute to them.

Module 6 - Bias Mitigation and Advocacy Stratagies

This lesson will cover a variety of topics, including: The purpose of the Implicit Association Test (IAT); Strategies to mitigate bias, increase empathy and reduce racial inequities that cause Black maternal mortality and techniques to advocate for reproductive justice and equity. 

This module also includes an ungraded post-test that is required before completing the post program evaluation and accessing continuing education certificates.

On November 1, 2021, N.J. Statute 26:2H-12.108 was adopted. This statute requires that every N.J. hospital that provides inpatient maternity services and every birthing center licensed in the State, pursuant to P.L. 1971, c.136 (C.26:2H-1 et seq.,) shall implement an evidence-based explicit and implicit bias training program. 

This activity was developed in collaboration with The Partnership for Maternal and Child Health of Northern New Jersey.
